When following a TMX recipe where you are required to add water to cook rice, lentils etc, do you add hot or cold if it's not specified in recipe?

I add cold for recipes but if I am steaming vegies, cooking rice etc and just doing my own thing I start with boiling water to speed things up. All TMX recipes have the extra time allowed them for a cold water start unless hot/boiling water is specified.

I'm with JD on this one. When a recipe calls for another liquid, like say stock, it's not usually hot so I liken adding water to this and just add cold.

I wonder which uses the least electricty in heating the water? Kettle or TMX. I must ask DH he'll know. I do the same as Judy as I think the kettle would be the most economical and of course it is quicker.
